Are Ukrainians ready for new tariffs, plans and forecasts

The tariffs for the population in Ukraine are still much lower than the market level, which is an important part of social protection, especially for vulnerable categories of citizens. At the same time, the increase in energy prices should be gradually and taking into account the social aspects, so as not to deprive the population of the necessary support.

According to the Memorandum of the International Monetary Fund (IMF), although electricity tariffs for the population in 2023 and 2024 have increased after a long period of extremely low prices, the cost of heating and hot water remains under the moratorium and does not change. The document emphasizes that, according to the Organization of Economic Cooperation and Development (OECD), in 2025, electricity tariffs for the population in Kiev make up about half of the prices paid by small businesses. Similarly, gas tariffs for the population cover about 50% of the market value of fuel. The IMF emphasizes the need to develop a clear plan for reforming the municipal sector after the end of the war. It is important that tariffs meet the real costs of power companies, but at the same time take into account the social protection of citizens, especially the most vulnerable groups.

The increase in tariffs aims to restore the profitability of the consumer segment of energy, reduce the debt load in its critical parts and stimulate the development of competition in wholesale and retail markets. In addition, it will encourage the implementation of energy efficiency measures, which will help reduce consumption and population consumption in the future.
