As of May 31, 2025, the state and state debt of Ukraine reached UAH 7.51 trillion or $ 180.97 billion. Such data were published by the Ministry of Finance of Ukraine.
Compared to the previous month, the government debt has increased UAH 34.88 billion in national currency and about 1 billion in dollar equivalent.
The overall structure of debt indicates the predominance of external liabilities: they make up 5.58 trillion UAH (74.31% of the total), or $ 134.48 billion. Internal debt, respectively, is 1.93 trillion UAH (25.69%) or $ 46.48 billion.
For comparison, as of April 30 this year, the amount of government and guaranteed debt was UAH 7.48 trillion or $ 180 billion.
Financial analysts point out that the growth of public debt is related to both external borrowings and exchange rate fluctuations and current budget expenditures in martial law.
