After the terrorist attack at the City City Hall shopping mall, a discussion was launched in the Russian Federation about the possibility of returning the death penalty. According to the speaker of the State Duma Vyacheslav Volodin, only the decision of the Constitutional Court is sufficient for this purpose.
"In the Constitution and in the criminal law, no one has canceled the death penalty, there is a decision of the Constitutional Court, which postponed such a sentence, so no referendum is required, a sufficient decision on this Constitutional Court," said Volodin.
State Duma MP Mikhail Sheremet also declared his intention to send a request to the Constitutional Court of Russia regarding the grounds for removing the moratorium on the execution.
Alternatively, he also suggested that the death penalty only be introduced for the time of a military operation on the territory of Ukraine.
Disputes over the return of the death penalty in Russia caused a terrorist attack in the City Hall City Center, however, even if such punishment is restored, it will not be able to apply to the perpetrators of this crime. Putin's spokeswoman Dmitry Peskov said that the Kremlin did not participate in the discussion of lifting the moratorium on the death penalty.
