The Cabinet of Ministers of Ukraine adopted new rules for the reservation of conscripts, which will come into force on December 1. One of the key changes will be the introduction of a digital process through the Action application, which should significantly simplify the procedure and make it more transparent.
According to the resolution, the reservation of conscripts will now be made through electronic lists in "Dia". This will optimize the application process and avoid red tape. The innovation is aimed at increasing efficiency and reducing corruption risks.
In order to receive the status of a "critically important" enterprise, companies must comply with new conditions:
- The absence of debts from taxes and contributions to the budget is confirmed by a certificate.
- Salary requirements:
- State and communal enterprises are obliged to pay employees at least the average salary for the IV quarter of 2021.
- Private enterprises must provide reserved workers with a salary of at least 2.5 times the minimum wage.
- Coordination of status : Enterprises applying for the status of critical importance coordinate it with the Ministry of Economy and the Ministry of Defense, taking into account the needs of territorial communities.
In addition, bodies that define enterprises as critically important are now required to check their compliance with established criteria on a quarterly basis.
A transition period is provided for those enterprises that already have reserved employees. They are obliged to adapt to the new rules by February 28, 2024.
The new order is aimed at:
- Ensuring greater transparency of the booking process;
- Increasing the responsibility of enterprises to the state;
- Taking into account the real needs of communities and the economy during mobilization.
The government emphasizes that these changes will help to balance the military and economic needs of the country, and the digitalization of the process through "Dia" will reduce the administrative burden on both enterprises and state bodies.
