The Verkhovna Rada of Ukraine Committee on Foreign Policy and Inter-Parliamentary Cooperation has amended the text of the ratification of the Agreement between the Governments of Ukraine and the United States on the creation of the US-Ukrainian Investment Fund of Reconstruction. Irina Gerashchenko in her Telegram-channel reported this.
It is an agreement concluded on April 30, 2025, which envisages cooperation in the field of use of minerals and the implementation of joint investment projects. According to Gerashchenko, the Committee reconciled its previous decision, making important amendments to the preamble to the ratification document.
The text was added to the text that at the time of ratification by the Verkhovna Rada of Ukraine, the text of the limited partnership agreement itself, as well as other related documents, was not provided to Parliament for consideration. Thus, the adoption of the main agreement does not mean automatic approval or ratification of additional documents that can be concluded in its implementation.
The new version emphasizes that all subsequent agreements within this Agreement should not create international legal obligations for Ukraine, unless they are provided for the main text and are not agreed in accordance with the current legislation.
The changes aim to guarantee transparency and control over the fulfillment of Ukraine's international obligations. This is especially true in the context of post -war reconstruction and active involvement of foreign investors in the development of the Ukrainian economy, in particular in the field of natural resources production.
The mentioned agreement between Ukraine and the US provides for the creation of a special fund for investment in critical infrastructure, including energy, subsoil, ecology and renewable energy. Amendments to ratification indicate the intention of Parliament to strengthen parliamentary control and ensure sovereignty in further decision making.
