The Russian side does not intend to disclose what conditions of termination of hostilities in Ukraine it envisages a memorandum in its project. This was stated by the Kremlin spokesman Dmitry Peskov during a briefing on May 29. According to him, all negotiations should be conducted not in public, but in a closed format, so Moscow will not discuss the content of documents in the open access.
Peskov also described the requirement of Ukraine to transmit a memorandum as a non -constructive. He added that Russia suggested a meeting in Istanbul on June 2, but at that moment she did not receive a response from the Ukrainian side. At the same time in the Kremlin stated that the main thing now is the continuation of direct dialogue between the two states.
The Ministry of Foreign Affairs of Ukraine responded critically. The representative of the department Georgy Tykhy suggested that Moscow's unwillingness to pass the document may indicate its inconsistency with real conditions. According to him, the project may contain ultimatum requirements that only interfere with the movement to resolve the conflict.
In addition, the Foreign Ministry spokesman indicated that such behavior by Russia demonstrates the desire to delay the negotiation process and avoid a real discussion of ceasefire conditions. He urged Moscow not to play political games, but to give a clear answer to the Ukrainian side's proposal.
The day before, representatives of the Russian delegation declared allegedly threats to the family of one of the participants of the negotiation. In Ukraine, this information was perceived as an attempt to influence public opinion and prepare information ground for refusing another round of negotiations.
