The report of the American Institute for War Study (ISW) states that the Kremlin is growing using the rhetoric of division of Ukraine to influence Western discussions about the situation in the country.
The report states that Russia uses unfair topics to push the hypothetical division of Ukraine , it is probably to normalize the narrative on division among Western discussions against Ukraine. One example is the statement of the deputy chairman of the Security Council of Russia Dmitry Medvedev, who stated that the construction of a railway line from Spain to Lviv shows that Lviv can become the new capital of Ukraine within the Lviv region after the end of the war of Russia.
Analysts of the Institute of War Study point out that such a plan has nothing to do with the Ukrainian borders or the end of the war, but is only an independent European infrastructure project .

Analysts of the Institute for War Study believe that Russia may be trying to use neo -imperialist and nationalist sentiment in Europe to deepen the split between Ukraine and its western neighbors.
