US State Department spokesman Matthew Miller called China's decision "annoying." But he said Washington would continue to strengthen the safety of allies and partners in the region in front of the face of the threats of China.
“China decided to follow the example of Russia, arguing that participation in weapons control cannot last when there are other calls in bilateral relations. We believe that this approach undermines strategic stability. This increases the risk of arms race dynamics, ”Miller said.
