Lendlease for Ukraine — how it came about and why it didn't work

The United States continues to remain one of Ukraine's most important partners, providing considerable assistance to the Ukrainian Armed Forces before the start of a full -scale war with Russia. This support, which has become of particular importance after the Russian invasion, includes the supply of military equipment and weapons.

The term "Landliz", which was actively used during the Second World War, became relevant in the context of the Ukrainian crisis. This mechanism envisaged assistance to partners on loan and lease in order to facilitate the defensive needs of the recipient country.

The draft law of Ukraine Democracy Defense Lend-Lend-LEASE ACT of 2022 was first proposed by senators before the conflict with Russia and received support in both houses of Congress. US President Joe Biden signed this law on Victory Day, which symbolized the support of Ukrainian democracy and response to Russian aggression.

However, the mechanism of landliament has not managed to be used for several reasons. First, its duration was limited to one year and expired before it could be fully used. In addition, given the complexity of the political process in the United States, the extension of this law has become impossible.

In general, Landliz proved to be a spare option that did not have to be used in conditions where the traditional way of obtaining assistance was effective and fast. This mechanism served as an indicator of Ukraine's support by the event in the event of potential obstacles in the transfer of assistance through a change in the political situation in the United States.
