The Defense Ministry has developed a new rotation mechanism as an alternative to demobilization

The Ministry of Defense of Ukraine has developed a new rotation mechanism that can become an alternative to the law on demobilization. This was announced on April 1 on Radio Liberty on April 1 by a member of the Verkhovna Rada of Ukraine Committee on National Security, Defense and Intelligence Fedor Venislavsky, answering questions about the unauthorized leaving of the part (HSC) by servicemen.

Venislavsky noted that after 90 days of direct participation in hostilities, servicemen will have the right to several months of rest. This should be an alternative to dismissing or establishing clear military service.

The Minister of Defense of Ukraine Rustem Umerov confirmed that the relevant recommendations have already been developed. Since it is difficult to regulate the peculiarities of hostilities at the level of the law, the new mechanism is planned to be implemented through directives, decisions or orders of the commander -in -chief.

With regard to the draft law on demobilization, Venislavsky expressed doubts that his adoption is possible in the coming weeks, as this could lead to a single -moment release of a large number of servicemen, which would adversely affect the situation at the front.

Earlier, the Verkhovna Rada considered the mobilization bill, which provided for clear service life, but the norm on demobilization was removed from the document. After that, the Defense Ministry stated that they would develop a separate bill on this issue.

Since the beginning of 2024, more than 35,000 criminal cases have been registered in Ukraine regarding the unauthorized leaving of part. This is twice as much as in the previous year, and three times more than in the same period last year. In particular, from January to September 2024, 35 307 such cases were registered, while for the same period of 2023-11 625. In total, there were 17 658 for the whole 2023 cases.

Also in the last year the number of proceedings under the article on desertion has increased significantly. From January to September 2024, 18 196 cases were opened, which is almost four times more than in the same period last year (4691).
