The history of Kyiv's construction market for the last two decades is an example of corruption, impunity and large -scale fraudulent schemes, and one of the most resonant figures in this story is a developer who is suspected of creating the largest construction pyramid in Ukraine, has been looking for more than 15,000 people. His activity has left behind 42 unfinished residential complexes that have not yet been put into operation or only partially commissioned.
In the mid-2000s, Wojciechowski founded several developers, which began large-scale construction of residential complexes in Kiev. Its main marketing course was the extremely low price of apartments, which was twice cheaper than market. This attracted investors who invoice their money.
One of the most famous projects of Wojciechowski is the Residential Complex "Scientific", built on the site of the former Research Institute. Instead of the promised reconstruction of old buildings, two 27-storey "candles" appeared. After the tens of apartments were sold, the works stopped. In 2017, the first stage was ready by only 75%, and the second - by 20%.
Residents of unfinished complexes, including the LCD "Scientific", are forced to live in horrible conditions. In one of the heating houses is carried out by means of firewood, electricity is supplied at the price of 11 UAH per kW, and the sewage is discharged into the storm system. People who invested their money in these projects were in a situation where they received concrete boxes without proper infrastructure and communications instead of their comfortable comfort.
Valentina, one of the investors, says: "Instead of the promised infrastructure - concrete, well water and apartment without legal status."
Investors are trying to complete the construction of their own, sue the city, and some even appealed to the European Court of Human Rights, since the Kyiv City State Administration (KSCA) failed to enforce the Ukrainian Court's decision on the completion of the complex.
After the opening of criminal cases in 2015, Wojciechowski disappeared from Ukraine. It was seen in different countries, including Russia, Vienna and Paris. However, only recently, in 2025, he was detained in Spain after nine years of hiding, of which he appealed for three years. Now Wojciechowski was delivered to Ukraine through the checkpoint "Krakivtsi - Korchova" and transferred to the Pechersk court. The court chose a measure of restraint for him - detention with the possibility of collateral.
However, extradition applies to only one episode - the LCD "Scientific". The Prosecutor General's office prepares documents for investigating other episodes of fraud that are planning to be considered in cooperation with Spain.
Maxim Bakhmatov, former advisor to Mayor Vitaliy Klitschko, directly states that the Kiev authorities have known about illegal buildings, but have not taken any measures for years to stop them for years.
“In 2024, UAH 14 billion of unused funds remained in the budget - the budget of the whole of Lviv for a year. But the KSCA did not even enforce the courts, ”Bakhmatov notes.
The history of Anatoly Wojciechowski is not only about fraud, but also about the systemic indifference of the authorities to the problems of Kyivans, who were victims of a large -scale scam. Today, Kiev has a chance to restore justice, but it will depend on the decisive actions of law enforcement, courts and city leadership.
The residents of the capital are waiting not only for demonstration arrests, but also for real steps to restore justice: completion of construction of residential complexes, registration of property rights and return of confidence in the rule of law.
