Ukrainian People's Deputy Yaroslav Zheleznyak revealed in his Telegram-channel another corruption scheme that arose at Energoatom. This applies to purchases during martial law, which create opportunities for corruption fraud.
In particular, Energoatom has concluded a contract for the repair work of the stator winding worth more than UAH 27 million (616 thousand euros). It is worth noting that the tender was not conducted, which was made possible due to martial law. According to the law, during this period, companies can enter into contracts without tendering, which would not be possible in the past.
The key is that repair work should only be carried out by the official representative of General Electric, which is licensed. However, before the war, Energoatom was twice abolished by tenders that the Polish company Power Solutions Poland sp.zoo, an official representative of General Electric, came. The reason for the cancellation was called the lack of competition, which in fact blocked the ability of the Polish company to enter the Ukrainian market.
After the start of the war, Energoatom took advantage of the open tender and concluded a contract with the Lithuanian intermediary company Svertas Group. This company began to actively win tenders in Energoatom since July 2020, when the company Galushchenko-Kotin entered the company.
Thus, the repair contract will be concluded with the Lithuanian mediator, and the actual repair will be performed by the Polish company. However, money will come through the Lithuanian company, which will probably leave most of the margin. This returns to the old schemes that have long been eradicated.
Zheleznyak emphasized the need to close holes in the legislation in order to avoid such situations in the future. All you have to do is hope that these revelations will lead to the necessary changes and strengthen control over public procurement.
