In 2025, there may be significant changes in the system of payment of pensions, in particular for internally displaced persons (IDPs) in Ukraine. Oschadbank, which is today the main bank to open pension accounts for displaced persons, may return the balance of funds in the pension accounts back to the Pension Fund of Ukraine (PFU). These changes are related to the state budget approved for 2025 and corresponding amendments in the legislation.
According to the state budget for 2025, the social protection of citizens in Ukraine provides UAH 420.9 billion, of which more than UAH 236 billion will be aimed at supporting the Pension Fund. At the same time, the government plans to index the pensions from March 1, 2025 and to provide various benefits and subsidies for low -income families and persons with disabilities. However, despite such positive shifts, there is a risk of loss of pension payments for some categories of pensioners, in particular for IDPs, if they do not comply with certain conditions. According to the budget project for 2025, the government proposes to refund from the pension accounts of internally displaced persons, if these accounts were not used during the year or if the pensioner has not been identified. In particular, in the absence of movement of funds in the account within 12 months or non -publication of data on identification of a person, the balances will be transferred back to the Pension Fund of Ukraine. It should be noted that this innovation applies only to pensioners who were registered as internally displaced persons by February 24, 2022. Savings Bank is the only bank that provided a service for opening pension accounts for this category of citizens. Therefore, the lack of movement of funds in accounts opened with other banks is not the subject of withdrawal.
Migrants who had no movement in the pension account during the year or who have not been identified in Savings Bank within 6 months may encounter the withdrawal of balances from their accounts. However, if a person goes to the Pension Fund or Savings Bank after withdrawal, the payment of the pension will be restored. Penioners who want to avoid such unpleasant situations should be identified in the Savings Bank and monitor the money in their accounts. In case of any problems with pension payments, you should contact the PFU or directly to the bank to resolve the issue.
Changes in the system of payments of pensions planned for 2025 will be related to a large part of internally displaced persons in Ukraine. Seniors who do not use their accounts during the year or do not undergo identification may lose access to their funds. Therefore, it is important to carefully monitor the state of accounts, to undergo the necessary procedures in a timely manner and to keep in touch with the bank or the Pension Fund in order to avoid possible misunderstandings.
