The Parliamentary Assembly of the Council of Europe (PACE) approved a resolution that formulates a position on the achievement of peace in Ukraine. The corresponding document was approved on January 30 in Strasbourg: it was supported by 86 deputies, no one spoke against, and six abstained.
The basic principle on which the resolution is based is the concept of "peace through force". The document emphasizes that diplomatic efforts should be combined with increased defense capability, and a fair and long -term peace is possible only if Ukraine is given proper security guarantees. It is also noted that any negotiations should be held with the participation of Ukraine and with respect for its right to determine their future independently.
The resolution contains a number of calls to the Council of Europe Member States, European institutions and international partners:
- to create a comprehensive compensation mechanism, which includes the existing register of losses, the International Commission for Consideration and the Compensation Fund;
- to intensify efforts to create a special tribunal to prosecute the leadership of Russia and Belarus for the crime of aggression against Ukraine;
- expand the sanction pressure on Russia by including new sectors of the economy, such as agriculture, metallurgy and the nuclear industry;
- ensure the transfer of all frozen Russian state assets to the future international compensation fund for payments to Ukraine and victims of aggression;
- to continue comprehensive support for Ukraine, including political, economic and military assistance, in order to strengthen its position in potential peace talks.
