By July 1, 2025, the Cabinet of Ministers of Ukraine must develop a draft law that will determine the mechanism for recalculating so-called special pensions. This is provided for by the measures to optimize state expenses included in the budget for the next year.
The reduction of pension payments will affect the recipients of special pensions, in particular: former and current judges, prosecutors, and employees of law enforcement agencies. Such pensions are among the most expensive for the budget. In 2023, about 100 billion hryvnias were allocated for their provision, and in 2024 this amount may increase to 120 billion, which is almost a quarter of all expenditures in the social sphere.
Special pensions will no longer depend on wage growth or the financial security of current employees. Pensions of special categories will be indexed according to the same rules as for ordinary citizens. It is proposed to set the upper limit of payments in the amount of 10 subsistence minimums for disabled persons (currently it is 23,610 hryvnias). The main goal of these changes is to reduce the burden on the state budget and ensure a fairer distribution of social benefits.
By the middle of 2025, the government must present a detailed draft law that will define new rules for calculating special pensions. It is expected that these changes will be the beginning of the reform of the pension system in Ukraine and will contribute to the achievement of financial stability.
