In 2025, the Russian Federation plans to significantly increase its defense and security costs. According to the Institute of War Study (ISW), the cost of the army and military structures will increase significantly, which is concerned among international observers. However, Russian officials avoid discussing the growth of military spending and focus on social programs.
Kremlin representatives declare the importance of investing in the social sphere, including health care, education and support for vulnerable sections of the population. This emphasis is aimed at preventing attention from the real increase in military expenditures, which will be approximately 40% of the total budget. This exceeds the cost of social policy, education and health, which indicates the actual priority of safety and defense.
Particular attention is paid to classified costs, which, according to ISW estimates, will increase from 11.1 trillion rubles in 2024 to 12.9 trillion rubles in 2025. This indicates an increase in funding for defensive needs and internal security against the background of continuing conflicts and a deterioration of relations with the West.
Analysts believe that such an increase in military expenditures can lead to an increase in budget deficits and create additional pressure on other sectors of the economy. Although the Kremlin emphasizes the growth of non -oil and gas income, it is projected that an increase in defense costs in combination with international sanctions can exacerbate the economic situation in the country.
