Rwanda and the Democratic Republic of the Congo agreed the text of the peace agreement, which should put an end to the protracted conflict between the two African states. The conclusion of the agreement was the result of three -day negotiations in Washington, which was attended by technical delegations of both countries. The document is based on the "Declaration of Principles" of April 25 and covers a wide range of political, security and economic issues.

According to the State Department, Qatar played an important role in the negotiations, which ensured consistency between the initiatives of both countries and supported the settlement process.
The conflict between Rwanda and DR Congo aggravated in early 2024, when the Rwanda maintained by the Insurgent M23 group captured the strategically important cities of Goma and Buvavka - the capital of the provinces of North and South Kivu. Both regions are key because of significant natural resources, including mineral deposits.
