What you need to know about penalties for violations of military accounting in Ukraine

In Ukraine, during martial law and mobilization, it is important to comply with military accounting rules. For violation of these standards, citizens can receive fines. In February 2025, in particular, cases of penalties and other violations were increased. How to check the penalties on your name and how to pay them.

According to the current legislation of Ukraine, penalties can be charged for various violations of military accounting, including: not a military accounting (in particular for women medical and young people aged 17 years); lack of updated data, unless they are confirmed from the state registers; not notification of the Territorial Center for Acceptance and Social Support (TCC) on changes in personal data, place of residence, work; refusal to pass the Military Medical Commission (VLK); spoilage or loss of military accounting documents; failure to appear on the summons (in particular in the case of receiving the recommended letter). Particular attention should be paid to penalties for the failure to appear, which are accrued even if the person has a deferral from mobilization or disability.

The penalties for violations of military accounting in Ukraine may vary depending on the status of a person. For citizens: the amount of the fine is from 17 000 to 25 500 UAH. For officials and legal entities: the fine ranges from UAH 34,000 to UAH 59,000. In case of non -payment of a fine immediately, it can be charged through the executive service, and its size can be doubled. Payment of a fine does not exempt a citizen from the performance of their duties, so additional sanctions, including blocking bank accounts, may be imposed for non -payment. If the amount of the fine exceeds 160,000 UAH, the person may threaten confiscation of property. In particular, criminal liability is provided for ignoring the combat summons, issued after the military commission was passed. In this case, the offender may be imprisoned for up to 5 years.

The fine can be paid through the bank's online applications using the details specified in the resolution or directly at the banking department.

From February 1, 2025, some categories of citizens, including "limited use", can be called to the ranks of the Armed Forces of Ukraine. In addition, changes in Ukraine will affect banking operations, prices for products, utilities and military accounting rules, which can also affect the mobilization and penalty procedure.
