Fines for 17-year-olds and mobilization of students

In Ukraine, discussions on mobilization of students after undergoing basic military training (BZVP) are continued in higher education. People's Deputy Dmitry Razumkov claims that students who have undergone BZVP in the first year can be mobilized from 18-19 years. He voiced this information during his speech on January 20, 2025, calling a broad discussion among politicians and the public.

According to Razumkov, the legislative changes that come into force on September 1, 2025 are introducing a mandatory basic military training for all freshmen. He stressed that the students who will pass this training and then be deducted can be mobilized even at the age of 18-19. This process, according to the deputy, has already begun, and it creates tension among citizens who are afraid of increasing mobilization in such age groups. At the same time, Dmitry Razumkov noted that one of the latest initiatives of the authorities-the imposition of fines on 17-year-old Ukrainians for violation of military accounting rules-can cause parents to try to go with their children abroad to avoid such fines. However, the deputy also pointed out that some politicians, including Fyodor Venislavsky, were offered to fine even teenagers for breach of accounting. These statements, however, were refuted by the head of the Center for Combating Misinformation Andriy Kovalenko. He stated that the mobilization of persons under 25 in Ukraine is currently limited, and by this age students cannot be mobilized without their consent. According to him, the mobilization of 18-year-old students after BZVP is impossible, since it is legally stipulated that mobilization in Ukraine is carried out only for persons under 25 years on a voluntary basis or under contract.

This exchange of statements between deputies and officials raises an important issue about the country's future military policy and innovations in the mobilization system. There is no single decision on mobilization of students and adolescents, and further discussions around this issue will determine the direction of development of the legislation in Ukraine.
