Since January 5, 2025, Ukraine will resume access to a number of key social services that have ceased their work after cyberattacks made by the Russian Federation for state registers. The First Deputy Minister of Justice of Ukraine Mykola Kuchervyenko reported about it on the air of the TV channel "We Ukraine". Restoration of services will be an important step in ensuring citizens' access to social payments, administrative services and other necessary state functions.
According to Mykola Kuchervyenko, citizens will again be able to use a number of services and apply for benefits. In particular, among the restored services: Winter is support: the ability to apply for financial assistance under the Winter Support Program. Excretion of the child's place of residence: Again, the opportunity to receive an official statement to confirm the place of residence of the child will be available. Social payments: assistance for single mothers and parents for children, assistance for persons with disabilities from childhood and for children with disabilities. IDP Services: Internally displaced persons will be able to receive the necessary services and payments again.
Mykola Kucheryavenko also announced that the work of the service "Eat" would be restored in the coming days. Since a considerable number of paper documents have accumulated during the stopping of the registers, this requires additional processing. In addition, the recovery will also affect a number of electronic interactions with state bodies that use data from the affected registers. This includes registers related to the Migration Service, the Tax Service, the Pension Fund, the Ministry of Defense and the Ministry of Digital Transformation.
The cyberattack, which caused the disconnection of state registers, was carried out on December 19, 2024. The Ministry of Justice of Ukraine stated that a failure at the level of network infrastructure has complicated access to important documents and services. During the period until the registers were unavailable, citizens could not use basic services such as divorce, registration of a child or receiving social payments.
In general, the cyber attack has affected many aspects of the daily life of Ukrainians. Restoration of registers is an important step to ensure continuous access to social, administrative and legal services.
On December 30, 2024, the Ministry of Justice of Ukraine announced the restoration of the work of three key notarial registers, in particular the Unified Register of power of attorney, the hereditary register and the Unified Register of Special Forces of Notarial Documents. The government is now working to restore other registers and services, which will not only stabilize the work of state bodies, but also return the confidence of citizens to the system. The Ministry of Justice promises that all social services and services will work without failure after the recovery process is completed.
Recovering access to key social services after a large -scale cyberattack is an important step towards normalizing the situation in Ukraine. Citizens will again be able to use services that are important for their daily lives, including social payments and registration services. At the same time, the development of additional measures to protect state registers from cyber attacks is a priority for the government.
