Special pensions in Ukraine: who receives and how much?

At the beginning of 2024, the average amount of lifetime monetary deduction of judges in Ukraine amounted to 99.74 thousand hryvnias, while the pensions of prosecutors reached UAH 21.94 thousand. These data are provided by the Ministry of Social Policy in response to an information request.

As of September 2024, the number of Ukrainians receiving special pensions reached 777.8 thousand people, which is about 7.5% of the total number of pensioners in the country. This indicates that, despite the reduction of the total number of pensioners in Ukraine, the number of so -called "special retirement" is increasing.

The largest payments are recorded among judges, where the average lifestyle is 99 737 UAH. The total number of such recipients is 3 769 people. Prosecutors occupy the second place in the size of special special specialty with the average payment of UAH 21,940, which is received by 5 851 people.

The average pension of participants in the liquidation of the consequences of the Chernobyl disaster ("Chernobyl") is 12 910 UAH. More than 97 thousand people receive this special year.

The largest category of specialty representatives are former servicemen and law enforcement officers (police, police, tax police, NABU and other bodies). As of the beginning of the year, their number reached 622.46 thousand, and in October 2024 - 650 thousand people. The average pension of the former military was UAH 8 713.55, and the average pensions of law enforcement officers - 10 032 UAH.

Despite the gradual abolition of some special pension regimes, payments continue to be received by former civil servants, MPs, diplomatic workers, media workers and others. For example, former civil servants, in the amount of 20.07 thousand people, receive an average of 9 835 UAH. Former MPs have some higher pensions - 17 890 UAH, which is 653.

A separate group consists of journalists, scientists, assistants of people's deputies and employees of the National Bank. In particular, the average pension of journalists is UAH 6 366.67, while the average pension of employees of the National Bank reaches UAH 12 754.72.

In total, as of October 2024, the average normal pension in Ukraine was UAH 5 635.48, and the average disability pension was UAH 4 892.57. These figures indicate a significant gap between the size of special pensions and payments for ordinary pensioners, which raises the issue of social justice in the pension system of Ukraine.

The increase in the number of recipients of specialics and a sharp deviation in the amount of payments between different categories increases discussions on the need to reform the social security system in Ukraine, which requires additional resources and reviewing approaches to determining the size of pensions for each of the categories of citizens.
