The United States has allowed the Ukrainian defense forces to attack only those units and objects that are being prepared to strike in Ukraine or the Armed Forces, or are already attacking.
The United States is still forbidden to Ukrainian Armed Forces for legitimate military purposes in the Russian Federation, which are in the area of reaching US anti -aircraft missile systems.
The report refers to recent reports of the Associated Press and the Washington Post, which states that the Pentagon still forbids the Armed Forces to attack Russian military facilities that do not actively attack Ukraine and are not preparing for attack.
The Pentagon Charlie Dietz spokesman said the United States allow Ukraine to use the Himars rods provided for strikes in Russia, where Russian troops attack Ukraine and that the rules for the use of these weapons "do not apply to geography or a certain radius of action". On June 17, US National Security Advisor Jake Sullivan also stated that "the case is not in geography."
ISW analysts have explained that US officials mean that if Russia attacks or plans to attack Ukraine from its territory, the armed forces are allowed to strike in response only in the attacks.
"These statements indicate that the US will allow the forces of Ukraine to strike on Russian military facilities only if they are involved in or prepare for active fighting.
The US policy still protects most of the Russian territory from attacks, forbidding the Ukrainian army to launch ATACMS ballistic missiles for military purposes in the Russian Federation. However, many large Russian air builders are in the area of reach of ATACMS missiles (up to 300 km).
Since the beginning of the supply of Western weapons in the summer of 2022, the United States and Western allies of Kyiv have forbidden the use of these weapons to strikes in Russia, allowing only to attack objects in the temporarily occupied territories of Ukraine.
In May this year, Russia launched an offensive on the Kharkiv region, struck by managed airbams on settlements of the region and the city of Kharkiv. Kiev appealed to the United States and allies to allow the use of Western systems for the beat of Russian fighter jets and other objects that attack the border of Kharkiv region.
Initially, the United States did not grant such permission, but after most European countries allowed the Armed Forces to use their weapons to strikes in Russia, Washington changed its position. The White House and Pentagon were allowed to beat the US weapons in the Russian Federation, but banned the use of ATACMS ballistic missiles.
On June 21, US National Security Advisor Jake Sullivan said that Ukraine is allowed to "strike a strike from abroad." He added that it was not about geography, but common sense.
However, The Washington Post reported that the United States had banned Ukraine's defense forces more than 100 km from the border with Russia, as well as to beat key Russian airfields.
