US Presidential Administration Donald Trump offers Ukraine a new, more expansive draft agreement, which provides the US with privileged access to Ukrainian fields, including gas and Gazprom gas pipeline. This document, according to Reuters, calls into question the independence of Ukrainian energy resources and can seriously affect the country's security.
The proposed agreement refers to the need to transfer in Kiev revenues from the extraction of natural resources to a joint investment fund controlled by the United States. However, this agreement does not provide for security guarantees for Ukraine, which is of serious concern among Ukrainian officials.
It is known that the Ukrainian side has already applied for advice from legal experts from the international company Hogan Lovells to assess the risks and legal consequences of signing such an agreement.
In addition, the US Department of Finance has confirmed that negotiations between the two countries continue, although described as "technical". This means that the details of the agreement are still being discussed, and the US access to Ukrainian energy has not yet been resolved.
It is known that in April 2025 Prime Minister of Ukraine Denis Shmigal and Minister of Finance Serhiy Marchenko plan a trip to Washington for a meeting with representatives of the International Monetary Fund (IMF) and the World Bank. The issue of this agreement will be discussed as part of this trip.
Donald Trump seeks to conclude an agreement on Ukrainian minerals, including rare earth metals as part of his efforts to end the war in Ukraine and to help return billions of dollars of military assistance that the United States provided Kiev. This agreement is also part of the US strategy to reduce dependence on other countries in the field of energy resources and rare earth metals.
However, the Ukrainian side is concerned about the possible consequences of this Agreement for the national security and economy of the country. In particular, the issue of control over strategic energy resources remains extremely sensitive and important for the future development of Ukraine.
