Ukraine proposes to introduce a mandatory preparation program for national resistance for students. It will become part of the educational process, and the refusal to pass it can be the basis for deduction from the university. Bill No. 13347 has already supported the profile committee of the Verkhovna Rada.
Instead of current forms of preparation - initial and basic general military training - students are offered to study new discipline: "Fundamentals of national resistance". Education will begin at the level of complete general secondary education - in schools, schools and colleges within the subject "Protection of Ukraine". In universities, discipline is integrated into bachelor's and professional bachelors.
The course will include practical shooting training, fire training exercises, weapons training, and use of interactive simulators. Classes will take place on landfills, shootings and dips. The exceptions are provided for those who have religious beliefs who prohibit the use of weapons, persons with disabilities or restrictions on health, as well as for students who have already passed military service; successfully studied similar discipline; obtained a military accounting specialty; are not taught by day or dual forms; They live in temporarily occupied territories. Those who have no reason to dismiss but have not resulted in the final control or refused to pass the course, threatens deduction from the educational institution. Separately, the bill delayed mobilization for conscripts up to 25 years. Currently, such a delay is provided after the basic military training or service. If new changes are made, only those who have passed the base military service will have.
In addition, men under 60 will be able to join public service only after military service. Preparing for national resistance or BZVP will not be taken into account.
The Scientific and Expert Directorate of the BP expressed remarks on the bill. In particular, experts stressed that the new discipline should not completely replace the officer training. Otherwise, this will reduce the number of reserve officers, which will adversely affect the defense capability. The management also advised to recognize the discipline of the "Fundamentals of National Resistance" by the equivalent of basic military service to avoid double standards.
