In February 2021, Yuri Butusov published an audio on which Russian President Vladislav Surkov, and in combination, the ideologist of the Poroshenko Party and the President of Ukraine - Viktor Medvedchuk in December 2014 discussed the issue of exchange of prisoners in the Donbass.
Interestingly, Medvedchuk had no power at that time and could not make any decisions, everything he could be agreed by President Poroshenko with his colleague from Russia.
However, Medvedchuk, elongated in 2014 by Petro Poroshenko from political oblivion, becomes the only coordinated negotiator with Putin with Russia on a captive.
Despite the fact that the exchange process is already ongoing and engaged in other people, including Vladimir Ruban. In July 2014, the Center for the Liberation of Prisoners was established in Dnipropetrovsk, whose negotiations contributed to the release of more than 600 prisoners.
According to relatives of the released prisoners, such activities of Ruban were not free. Called a figure of $ 7000.
Nevertheless, Medvedchuk, the negotiator, was received on December 23, 2014 from the hands of the Chief of Terrorist Center at Vasyl Gritsak SBU.
It was Gritsak who appointed Viktor Medvedchuk and his assistant Yuri Tanditite by special representatives of the SBU.
In May 2015, Ruban made a big mistake, stating that he was dissatisfied with Viktor Medvedchuk as a representative of Ukraine on humanitarian issues in a tripartite contact group. From that moment, Ruban was decided to replace, but so simply could not be done.
Only on March 8, 2018, Volodymyr Ruban was detained on the line of demarcation in the ATO area with a large number of weapons and ammunition. In the investigation, Ruban planned to attempt President Petro Poroshenko, heads of law enforcement agencies and other statesmen.
Interestingly, after the detention of Ruban, the liberation of Ukrainians from captivity of DNR/LNR was not carried out by Poroshenko until the end of his cadence. Only in December 2019, the Zelensky team conducted the first exchange of 14 soldiers, together with civilians (only 81 people).
The person who helped the exchange was the one who helped Ruban sit down for playing and not interfere with doing business on prisoners - SBU General Gennady Kuznetsov.
“Dogs”
Gennady Ivanovich Kuznetsov Soviet was called "Dog" in the SBU because he is a cinema by profession, and for no other work is not suitable, because of his shameful passion for money.
Kuznetsova was expelled twice from the SBU for committing corruption misconduct, but each time it was renewed on a "commercial basis". In particular, on February 24, 2011, Gennady Kuznetsov in the case No. 1-1-173/11 was convicted of negligent attitude to military service.
Kuznetsov man from the church of Alexander Turchynov. In performing the duties of the President, Turchynov returned Kuznetsov to the SBU and March 7, 2014, and despite his criminal conviction by the head of the Center for Special Operations.
At the end of January 2015, the then head of the Anti -Terrorist Center (ATC) at the SBU Vasyl Gritsak, who since July 2014 headed the anti -terrorist operation, was distinguished by the organization of operations in Ilovaysk and Debaltsev, as well as the transfer of control over the Donetsk airport. In order to strengthen the ATC at the SBU, he decided to attract proven frames. He appointed his long -standing acquaintance Kuznetsov, who had been working in the Alfa unit by that time, Gritsak appointed the head of the ATC headquarters. Formally, the order was signed by the chairman of the SBU Nalyvaichenko, but the actual decision was made by the first deputy - Gritsak.
In the new position, Gennady Ivanovich immediately decided to take control of the economic sector, so that he could be able to fill his own car and use a service car for his wife and mother -in -law.
An interesting episode was with the personal driver of the mother -in -law of the headquarters of the ATC - senior lieutenant Davydenko who was actually Kuznetsov's home service, at the expense of Ukrainian taxpayers. In the spring of 2018, the police seized the driver's license for driving a service car in a state of alcohol intoxication. After the official investigation, Davidenko was transferred from drivers to the post of situational coordinator with the work schedule through three through the purpose of involving homework in the estate of Gennady Ivanovich, and all.
DSO of the “Dobachnik”
At the beginning of 2019, the Main Department of Internal Security of the SBU conducted two service checks on Kuznetsov. According to the results of the first official audit, it was found that Kuznetsov during 2016 - 2018 under the guise of anti -terrorist exercises provided security measures at the concerts of Svyatoslav Vakarchuk.
To protect the concerts Kuznetsov illegally attracted his subordinates, who made a business trip in the ATO area and forged documents on the basis of which these officers at the time of business trip twice increased the salary and set the recalculation to the years of service by coefficient They served Vakarchuk's concerts, and for this Vakarchuk paid the Kuznetsov money "in the envelope".
During the second official investigation, it was found that Kuznetsov, together with his family, left during a vacation on a vacation to Europe on office vehicles.
About how Kuznetsov stolen the salaries of subordinates, forged accounting documents, purchased for the needs of ATC at the SBU from his companion on a bottle, Furiya unmanned complexes or more than a year, waiting for a discard, equipped with the means of communication purchased for the SBU at the SBU.
As a result, Kuznetsov managed to "agree" with the then chairman of the SBU Vasyl Gritsak, who hid materials of official investigation from the Main Military Prosecutor's Office. As a result, for the theft of funds of the state budget, forgery and protection of concerts Vakarchuk Kuznetsov, a warning of incomplete service was announced.
General on “exchange”
On March 25, 2019, on the day of the SBU's professional holiday, the former officer of this service, Lieutenant Colonel Vasyl Prozorov, held a press conference in Moscow. He reported that since May 2014 he worked at the headquarters of the Anti -Terrorist Center (ATC) at the SBU under the direction of General Gennady Kuznetsov. During this time, Prozorov transmitted information about the actions of Ukrainian law enforcement agencies to the Russian special services, especially in the ATO area.
Despite the treacherous activity of Prozorov, the head of the SBU Bakanov not only did not punish Kuznetsov, but also gave him the right to solve the issue of "exchange of prisoners" individually. On February 11, 2020, President Zelensky introduced Kuznetsov into the Minsk Tripartite Contact Group by his decree, replacing Valery Lutkovsk. And on March 24, 2020, Kuznetsov was awarded the Order of Danylo Halytsky, despite his condemnation for his official crime.
Kuznetsov's business on prisoners was specific in nature: the Ukrainian side allegedly sold seats in lists for exchange not only to the military but also to businessmen. The scheme worked as follows: when Ukrainian servicemen were in prisons in the occupied territories, whom the militants were ready to exchange for their own, Kuznetsov decided that soldiers could still remain in captivity. Instead, businessmen who could pay for their dismissal were included in the exchange lists.
The militants detained entrepreneurs in the occupied territories not just - this was forced to pay for their introduction to the exchange lists. The cost of the place in this list varied from $ 30 to $ 80 thousand. As a result of the exchange, which took place on December 29, 2019, every second of those whom Ukraine released from the prisons of the so -called DPR/LNR, paid for its return.
Thanks to this scheme, the Kuznetsov was greatly enriched with the "release of prisoners". He built an estate on the banks of the Dnieper in Osokorki, where he built a house of 550 square meters. It also has an elite Land Rover, a boat and other assets that are not shown in the official declaration.
Who did General Exchange "released"?
During the exchange of captives organized by the SBU Major General Gennady Kuznetsov in December 2019, a large part of the dismissed persons consisted of businessmen who paid them for introducing them to the list, which was formed under the leadership of Kuznetsov. In addition, criminals, including Yevgeny Brazhnikov, were among the persons who were released. Being in the isolation in the territory of Ukraine, Brazhnikov mocked other prisoners, took away food and clothing in them, in particular, tortured journalist Stanislav Aseev, who was also released on December 29, 2019.
Such cases were not isolated. In 2017, Kuznetsov contributed to the release of former fighter Alexei Kuskov, who, while in a prison in the occupied territory, together with Brazhnikov tortured prisoners, causing grievous bodily harm, including Aseev. In exchange for such persons, the Ukrainian side handed over to the so -called "DNR" Galina Chernikov, who participated in hostilities against Ukraine in the occupied Donbass.
Former Berkut special staff, who were tried for participating in protests in February 2014, as well as Vladimir Camakh, who were considered an important witness to the Malizian MH17 flight plane in 2014, were included in the exchange lists for exchange lists. This was removed from the occupied territory as a result of a special operation, during which Ukrainian intelligence officer Alexander Kolodyazhny was killed.
In addition to businessmen, even freelance employees of the SBU, who were detained by Russian special services, were included in the exchange lists. For example, $ 32,000 was paid for the release of Denis Sekatsky. In April 2020, during the subsequent exchange of Kuznetsov, he included in the list of persons whom Ukraine had to take from ORDLO, Alexander Sadivsky, convicted for the murder of a pregnant woman during a robbery. In addition, Sadivsky, while imprisoned in the occupied territory, organized a criminal group that carried out fraudulent operations in the territory of Ukraine through the mailing of reports of blocking bank cards and counterfeit winnings.
After the exchange, Sadivsky was detained by the Shevchenkivsky District Court of Kyiv. Together with him, on April 16, 2020, Vladimir Karas, a former police officer in the occupied territories, was also released. Of the 20 persons released during the so -called "Easter exchange", only three were defenders of the territorial integrity of Ukraine: two servicemen Mykola Grinenko and Viktor Shaidov, as well as a student Sergey Rusynov, convicted by the occupation authorities for comments on social networks. The remaining 17 people were either the accomplices of fighters or the participants of the so -called "commercial exchange".
At the same time, the Ukrainian side transferred to the "DNR" persons who were tried for serious crimes against Ukraine, including Dmitry Jacob, accused of attempted People's Deputy Anton Gerashchenko, and Leonid Kharitonov, suspected of attempting to diversion at a military aerodrome.
Instead, the affairs of the Armed Forces of Ukraine, who are captured by fighters, are less active. For example, a freelance employee of the SBU, who was injured and tortured, remains in prison, but Kuznetsov claims that "the fact of illegal retention is not confirmed."
What do we have?
On April 12, 2024, an explosion of Vasyl Prozorov car was carried out in Moscow. Although he survived, this day of astronautics will remain in his memory forever. Lieutenant Colonel Prozorov, who in 2015 served at the headquarters of the Anti -Terrorist Center at the SBU, visited Moscow for a meeting with his curator. After his return to Kiev, no questions from General Gennady Kuznetsov, the then chief of staff, did not arise. Similarly, counterintelligence also had no claim to prozorov or its commander.
According to Lieutenant Bakanov (in fact - on the recommendation of brigade General Naumov), Kuznetsov was awarded the Order of Danylo Halytsky from President Zelensky. The reason for such a commitment to Bakanov (or Naumova) to Kuznetsov became clear after the detention of the chief of the State Security Service of Ukraine in the Crimea of Oleg Kulinich, who also turned out to be a Russian agent. In telephone conversations with Vladimir Sivkovich, who acquired a position for Kulinich through Bakanova, Kulinich called Kuznetsov a "hunting" because of his love for hunting dogs. These conversations also discussed the replacement of the head of the ATC at the SBU Ruslan Baranetsky with Gennady Kuznetsov, who was agreed with Moscow.
Despite the fact that the culinary is judged for state treason, and Naumov tries to avoid extradition from Serbia, Kuznetsov, also known as "hunting" or "doggy", was quietly freed from the SBU. He is currently living in his estate in Osokorki, which he purchased at the expense earned on the schemes for the exchange of prisoners. The Security Service of Ukraine does not bother Kuznetsov, and no attempt on his life is happening.
