The decree calls into question the efficiency of foreign aid, stating that "the foreign aid industry and bureaucracy do not meet the US interests" and in some cases contradict US values. Trump stressed that many of these programs can contribute to "destabilization of peace" by promoting ideas that contradict harmonious relations between countries.
Specific amounts and programs that will be suspended are not defined, since much of the financing has already been approved by Congress and should be allocated if the funds have not been lost.
