In Kiev, KSCA official forged a disability to avoid mobilization

In Kiev, police, together with the SBU, exposed the official of the Kyiv City State Administration (KSCA), who forged a disability certificate in order to avoid mobilization and obtain social payments.

According to Kyiv police, the official used his connections in the capital's medical institution to obtain a fictitious certificate of a serious illness, which was allegedly confirmed by inpatient treatment. This allowed him to issue a third disability group, which in turn releases from conscription and grants the right to social payments.

The police do not disclose the full name and position of the suspect, but the sources in law enforcement agencies reported that it was a matter of Igor Slonetsky, Director of the Municipal Enterprise “Center for Emergency Medical Assistance and Medicine Catastrophe of Kyiv”.

According to the investigation, for the period from 2023 to 2025, Slonetsky illegally received more than 100 thousand hryvnias of state aid, which he was paid as a disabled person.

Investigators reported Igor Slonetsky about suspicion under Article 190 (2) of the Criminal Code of Ukraine (fraud, repeated or by prior conspiracy by a group of persons). For committing this crime, the official faces up to three years in prison.
