In Kiev, new cases of illegal issuance of passes for movement during the curfew have been recorded, said Timur Tkachenko, the head of the Kyiv City Military Administration (KMVA).
According to him, this week the people of Kiev drew attention to cars that had passes but were not special transport, and their drivers had no connection with the enterprises or services that have the right to move at night. Verification of these passes showed that they were issued at the quota of the Kyiv City State Administration (KSCA), and the powers to issue them have deputy heads of the city administration.
There was no clear answer at the request of the grounds for issuing these passes. Tkachenko noted that there is an impression that the passes are issued without real need, "at a normal request", which can be the basis for corruption schemes.
Particularly dangerous is the fact that passes can get into the hands of saboteurs or hostile elements, which poses additional threats to the country's safety. "It is much easier to commit a crime against security at night when nothing is visible," he added, emphasizing that the Security Service of Ukraine will be addressed.
Tkachenko also announced that the issue of possible corruption schemes in the process of issuing passes will be considered within the group "Transparency and accountability".
