Ukraine is preparing a new law that will legalize multiple citizenship and implement new initiatives to support Ukrainian refugees. Viceremier-Minister of Ukraine, Minister of National Unity Alexei Chernyshov told this in an interview with the Italian edition of La Repubblica.
Alexei Chernyshov announced that in Ukraine the law is being prepared, which will allow immigrants to have double citizenship, which is currently forbidden. The law will give Ukrainians abroad the same rights as citizens who remain in Ukraine, including the right to vote in elections. "We do not want to force people to return home, but we strive to create the conditions for their return through economic development and employment opportunities," Chernyshov said. According to the Ministry of National Unity, since 1991, the population of Ukraine has decreased by 20 million people, and only some of them will return home after the war was over. 30% of Ukrainian refugees who have found shelter in Europe are expected to return to Ukraine, while others will remain abroad. Chernyshov noted that Ukraine works with governments of different countries, including Italy, to determine the legal status of Ukrainians who received shelter to return to return immigrants. He also emphasized that the growth of the economy, which could contribute to the return of Ukrainians, as it happened in Poland after the 1990s. One of the new initiatives is to create a special application for Ukrainian refugees, which will allow them to manage their affairs, to look for offers of work and housing. Chernyshov also reported that Unity Hub will open in every European capital - large physical offices where refugees will be able to obtain documents, certificates and other important information.
According to him, the first Unity Hub is already operating in Berlin, and to open an office in Rome, they are currently looking for a place. In addition, Chernyshov announced the standardization of curricula for Ukrainian children and young people who emigrated. This will help to make educational programs used by Ukrainian refugees, more consistent with the curricula of Ukrainian schools, which will facilitate the process of adaptation and return to education after returning to Ukraine. Changes in the curricula are intended not only to improve access to education for Ukrainians abroad, but also to ensure unity and standardization in education, which is an important element of integration of Ukrainian children into European educational systems.
Alexei Chernyshov emphasized that the main goal of the government is to create favorable conditions for returning Ukrainians home. According to him, the economic development and development of social infrastructure will be the main factors for strengthening ties with the Ukrainian diaspora, which will promote the restoration of the country after the war.
