On December 20, 2024, the Cabinet of Ministers of Ukraine approved an important resolution that defines priorities for defense procurement at the duration of martial law. The resolution “Some Issues of Defense Procurement for the Period of the Legal Status of Status” introduces a new term - “Weapons of Victory”, which includes a list of the most critical weapons required for effective confrontation between aggression and strengthening the country's defense capability.
The list of Victory Weapons includes key components that should be priority in public procurement for the Armed Forces of Ukraine and other defense forces. Among the main categories that fall to this list are military and special equipment, missiles and ammunition, unmanned systems, radio electronic struggle (HRB), as well as robotic complexes of domestic production. The Cabinet of Ministers noted important criteria for inclusion in this list. First, the samples should be unified and part of the regular defense forces. Secondly, they must be prepared for use-have the appropriate certified equipment and be admitted to use. The key requirement is also the presence of mass production by domestic enterprises of the defense-industrial complex (defense), as well as the localization of production, which should be at least 50% of the cost of production.
Another important aspect is the long -term need for certain samples. The list of samples included in Victory Weapons should be relevant for the next 3, 5 or 10 years. The Ministry of Strategic Industry of Ukraine, which is responsible for the implementation of this resolution, emphasizes that this approach will contribute to the development of the Ukrainian defense and industrial complex. Thanks to clear priorities and long -term contracts - for 3, 5 or 10 years - Ukrainian manufacturers will receive stable orders, which will increase production capacity and improve equipment. "The approval of this list is the basis for the formation of long -term contracts that will stimulate the development of the Ukrainian defense sector," said Herman Smetanin, Minister of Strategic Industry.
The Cabinet of Ministers Resolution on Victory Weapons not only outlines important priorities for defense purchases, but also opens new opportunities for domestic enterprises, facilitating Ukraine's defense capability. Thanks to clear criteria and long -term contracts, Ukraine will be able to respond more effectively to new challenges and maintain its OPC in martial law.
