A contract worth 69.9 million hryvnias, concluded with the Consortium "Building Technologies" for partial reconstruction of veterans hospital in Odessa, was canceled less than one month after signing. The reason is the inconsistency of the winner's documents with the requirements of the current legislation.
According to the Public Investigation Center, on May 5, a tender was held in the Prozorro system, which was attended by only one company - Consortium “Building Technologies”. Despite the lack of experience and the fact that the company was registered only on March 4, 2025 in Kiev, on May 9 it was signed with it.
The founders of the consortium are:

Private Production Enterprise "Soytsynergorovent" - 49%.
The final beneficiaries are Anatoly Mazurat and Oleg Galyuk, and the director is Alexei Bakitko.
However, on June 2, the treaty was terminated. According to the decision of the decision, the reason is not the novelty of the company, but that the winner provided documents that are not consistent with the current legislation. The details of the violations are not specified, but this raised serious questions about the transparency of the initial choice of the contractor.
Odesa Ova has already announced a second tender. The proposals will be accepted by June 28, and the auction itself is scheduled for July 1. The customer of the work is the Department of Capital Construction and Road Economy.
More participants are expected to join the new competition, and the selection procedure will be more careful to avoid scandalous cases with dubious companies.
