In 2025, more than 17,000 Ukrainian citizens declared more than one million hryvnias. This is 1.3 thousand more than it was recorded last year. This was reported by the chairman of the Parliamentary Committee on Finance, Tax and Customs Policy Danilo Getmantsev.
The total amount of income declared by Ukrainian millionaires amounted to UAH 254 billion. At the same time, all citizens declared UAH 474 billion in revenue - 93.5 billion more than in 2024.
According to Hetmantsev, despite the increase in the volume of declared funds, the number of declarants themselves decreased to 363 thousand people. This is 22% less than in the previous reporting period. The reason for this is probably the temporary departure of part of citizens abroad due to the war - and, as a consequence, their disappearance from Ukrainian tax statistics.
The number of millionaires was also confirmed by the head of the Tax Service of Ukraine Ruslan Kravchenko.
The most common sources of income among Ukrainians were:

inheritance and gift - UAH 13.6 billion,

Sale of movable and real estate - UAH 6.8 billion,

Investment profit - UAH 4.9 billion,

Other taxable income - UAH 4 billion,

Property rent - UAH 3.4 billion.
Thus, despite the war and economic difficulties, the number of Ukrainians with millions of income is increasing, and the overall picture of income in the country demonstrates positive dynamics.
