On November 18, the Verkhovna Rada adopted the law on the state budget of Ukraine for 2025. The document was supported by 257 people's deputies, 35 voted against, 12 abstained, and 21 deputies did not participate in the vote.
Total budget expenditures for 2025 amount to a record 3.94 trillion hryvnias, of which 2.22 trillion hryvnias will be directed to defense and security of the country. In particular, 739 billion hryvnias are planned for the production and purchase of weapons, as well as significant funding for the modernization of the defense-industrial complex and the purchase of drones.
Prime Minister Denys Shmyhal noted that all taxes of citizens and businesses in 2025 will be directed specifically to the defense and security needs of the state. It was emphasized separately that Ukraine is also counting on external financing in the amount of 38.4 billion dollars.
The second priority of the budget is to support citizens, in particular through social assistance programs. Indexation of pensions is planned in March 2025, and almost 421 billion hryvnias are provided for general social support programs.
Expenditures on education will amount to about 199 billion hryvnias, and on medicine - 217 billion. Shmyhal also emphasized that the government will continue to support regions and communities, and in 2025 the resources of local budgets will increase by 15%.
