The Verkhovna Rada adopted a law on raising the salaries of civil servants

The Verkhovna Rada of Ukraine adopted a law that provides for the introduction of uniform approaches in the remuneration of civil servants on the basis of classification of positions. This law is aimed at increasing the competitiveness of civil servants to 70-90% of similar positions in the private sector.

The law provides for:

  1. Increasing wages to 70-90% of the salary in similar positions in the private sector over the next five years.
  2. Implementation of classification of positions, which provides for a clear distribution of responsibilities and functions of civil servants.
  3. Changes in the estimated amount to determine the minimum amount of salary of civil servants - at least one minimum wage established by law.
  4. Control over the number of positions - the National Agency of Ukraine for Civil Service will monitor the remuneration and quantitative composition of civil servants.
  5. Restrictions on bonuses and allowances - clear rules for the main and additional part of wages are established, which should ensure transparency and compliance with European standards.

During the voting in the second reading, an amendment was made to raise salaries for the State Audit Service of Ukraine. At the same time, no amendments concerned with increased pay for:

  • Ministry of Justice,
  • Ministry of Finance,
  • Ministry of Digital Transformation,
  • Ministry of Economy.

Also, an amendment was not approved that would allow the Verkhovna Rada to set an allowance for years of service exceeding 30% of the salary of employees of the Verkhovna Rada of the Verkhovna Rada.

The main purpose of the law is to ensure a fair and competitive remuneration of civil servants, which must meet the level of complexity and responsibility of their work. This should help to increase the efficiency of public administration and prevent excessive load on the state budget.
