The Verkhovna Rada of Ukraine has amended the Budget Code to implement the mineral and US mineral agreement. The relevant bill No. 13256 was supported by 309 people's deputies in the second reading, the People's Deputy Yaroslav Zheleznyak said.
The changes provide that the funds received after the entry into force of the agreement will be credited to the special fund of the state budget. In particular, this applies to half of the revenue for minerals, such as oil, gas, gas condensate, as well as income from the issuance of new special permits and the sale of state part of products under new products on distribution of products.
The funds received by the decision of the chief manager will be transferred to the reconstruction fund, which will contribute to the financing of the country's restoration.
Yaroslav Zheleznyak noted that the text of the bill has almost never changed after the first reading. At the same time, he reported that the government refused to provide the deputies with two additional agreements related to the creation of an investment fund of US - Ukraine reconstruction fund. This has caused some concern about the transparency of the process.
