The Ministry of Defense of Ukraine approved a new order, which amended the Regulations on the Military Medical Expertise in the Armed Forces of Ukraine. The document of October 14, 2024 No. 686 regulates the reduction of the deadline for medical examination, clarifies the duties of the chairman of the Military Medical Commission (VLK) and improves the procedure for appealing its decisions. Innovations set clear terms for medical examination, laboratory and instrumental research. From now on, their duration should not exceed 4 days. If necessary, additional research continues, but up to 14 days. The martial law also establishes new rules for some medical procedures. In particular, the electrocardiogram (ECG) is carried out only for persons over 40 years or for medical indications. Other studies are prescribed solely as needed.
According to the order, the head of the VLK receives a number of important responsibilities aimed at improving the organization of the commission. Among them: organization of activities of VLK; verification and signing of medical cards and minutes of meetings; reporting to the head of the territorial staffing center (TCC) on the results of medical examinations; Checking the correctness of military service records and diagnoses. These changes are aimed at ensuring the transparency of the commission and avoiding possible mistakes.
The updated document describes in detail the mechanism of challenging the decisions of the VLK. The conscripts may now challenge the actions or omissions of regional VLKs in full -time commissions or in court. If the full -time VLK recognizes the decision of the regional commission as justified, the applicant shall be given a written explanation. In the absence of grounds for re -examination, the commission also provides an appropriate answer.
Reducing the timing of medical examination and clarifying the responsibilities of the VLK should accelerate the Armed Forces. Improvement of the procedure of appeal contributes to the observance of the rights of the conscripts and creates a more transparent system of decision -making.
