The state operator of the rear (DOT), the procurement organization of the Ministry of Defense, announced repeated breakdowns of tenders for food for the Armed Forces of Ukraine. The CEO DOT, Arsen Zhumadilov, reported that the bidders simultaneously withdrawn their proposals.
"We expected that today, in the disclosure of procedures, there would be competition, auctions for all 13 lots. But yesterday the court did not satisfy one of the suppliers, and after that many suppliers synchronously withdrew their proposals," he said at a press conference on Wednesday.
Zhumadilov believes that the purpose of such actions of participants is to return purchases to the structure of the Ministry of Defense or the extension of current contracts.
"It will mean collapse of important procurement reform," Zhumadilov added.
According to him, DOT will try to conclude direct contracts with the participants of canceled through the claim of one of the suppliers.
"This can work if suppliers understand that there is no alternative than having a DOT customer. If they understand that they have an alternative - a continuation or contract with the resource support department - I think we will receive refusals of them," Zhumadilov said.
It counts on the support and rigid position of the Ministry of Defense to prevent such a scenario.
