Zelensky approved a new system of remuneration of civil servants

President of Ukraine Volodymyr Zelensky has signed a law that introduces uniform approaches to the remuneration of civil servants on the basis of classification of positions. This was reported by the National Agency of Ukraine for Civil Service.

According to the agency, the new system will allow to correlate the level of remuneration of civil servants with market conditions, comparing specialists within the same professional category: accountants with accountants, lawyers with lawyers, specialists in personnel among themselves, not civil servants in general.

The introduction of classification of positions aims to strengthen the position of the state as an employer capable of competing for professional personnel in the open labor market.

According to the new law, the salary of a civil servant will consist of two parts: constant and variant.

The part includes a salary that, since January 1, 2026, may not be less than 2.5 of the subsistence level for able -bodied persons. Also provided for years of service - 2% of the salary for each year of service, but not more than 30%. This rule will come into force on April 1, 2025. The rank allowance, which will be determined by the Cabinet of Ministers of Ukraine, is additionally provided. In 2025, its size will remain unchanged.

The variant part includes a monthly premium, which should not exceed 30% of the salary, the quarterly premium - up to 90%, as well as the annual evaluation premium.

The reform should be paid in the public service of transparent, competitive and predictable. The law is also intended to reduce corruption risks and bring the Ukrainian system closer to European standards.
