The State Budget of Ukraine for 2025 is calculated with the assumption that Western partners will continue to cover all civil expenditures. If external financing stops, the state will not be able to cover these costs. In response to the question of "Plan B" in case of stopping assistance, the People's Deputy Yuzhanin noted that the country could limit payments except the military and focus on finding new assistance mechanisms. She also noted that the 2024 budget was not optimal, in particular, in the part of increasing the cost of road infrastructure.
This situation has become even more urgent after Viktor Orban, the Prime Minister of Hungary, expressed concern about the EU's future financial obligations to Ukraine, in particular a loan of $ 50 billion, which was agreed by G7.
