Anti -Corruption Authorities accuse MPs of the threat of ARMA reform

Asset Investigation and Management Agency (ARMA), Specialized Anti-Corruption Prosecutor's Office (SAP), and the Office of the Prosecutor General (OGPU), have a sharp criticism of the alternative government bill No. 12374-D, which concerns ARMA reform. The agencies warn that the adoption of the parliamentary version can have serious consequences for anti -corruption infrastructure and make it impossible to effectively return the assets obtained.

During the public discussion of legislative changes, representatives of the anti -corruption bodies emphasized the significant risks that the deputy version of the law contains. According to the ARMA Head Olena Duma, the agency has made significant progress in the reform over the last year, in particular, the register of arrested assets, the sale of property through ProZorro, and disproportionate contracts were introduced. However, according to her, the deputy bill negates these achievements. "The deputy project contains politically motivated norms that can damage all anti -corruption infrastructure," the Duma said. According to experts, the bill No. 12374-d violates at least 14 articles of the Constitution of Ukraine. In addition, it contains 906 declined amendments, most of which were not discussed and received negative conclusions from the main scientific and expert and legal departments of the Council. At the same time, innovations limit the powers of the National Agency for Prevention of Corruption (NACC) and provide for new functions for the Ministry of Culture, OGPU and investigative bodies. The contradictions with the European integration obligations of Ukraine have also become an important point of criticism. The SAP and OGPU indicated that the initiative creates additional risks of interference in the procedures for transmission of material evidence and makes it impossible to effectively work prosecutors due to the lack of asset valuation mechanisms.

As a result, anti -corruption authorities called on the deputies to support the government project of the law, which was agreed, in particular, with the European Commission. They emphasized the importance of maintaining the stability of anti -corruption infrastructure to effectively combat corruption in Ukraine.
