Parents are under threat of punishment for their children's truancy

Ukraine is planning changes in the approach to school absenteeism, poor behavior and hooliganism by students. According to Ukrainian laws, parents are obliged to provide their children with full education, education and development, as well as to create conditions for independent life. The relevant duties are enshrined in the Constitution of Ukraine, the Family Code, the Law on Childhood Protection and the Law on Education. However, in practice, parents of these requirements have rarely led to real punishments.

Pursuant to Article 53 of the Constitution of Ukraine, general secondary education is mandatory, and Article 150 of the Family Code imposes on parents the obligation to provide their children with education. The Law on Child Protection obliges parents to raise children, to take care of their health and moral development, and the Law on Education emphasizes the need for respect for the rights of the child and facilitate its development.

The Code of Administrative Offenses (Article 184) provides for penalties for the evasion of parents from the performance of children. But so far, these provisions are not actually applied: for school absenteeism or minor violations, students and their parents are mostly limited to warnings and disciplinary punishments.

On the website of the Rakhiv City Council a message was recently published, according to which parents whose children will systematically take lessons can be fined for the amount of 850 to 1700 UAH. In the case of repeated violation during the year, the fine can increase up to 5100 UAH. Additional penalties for smoking, alcohol, small theft and hooliganism are also provided.

With systematic absenteeism - more than 10 days without good reason - the school administration has the right to apply to the National Police and the Children's Affairs Service. These measures are intended to strengthen the responsibility of parents and promote the level of discipline among students.

Despite the importance of such an innovation, which proposes to take responsibility for non -compliance with children's educational responsibilities, it is not yet known whether the information of the Rakhiv City Council is reliable. On November 11, this message disappeared from the site and the official page of the Council on Facebook.
