Kirill Budanov, Head of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, during a speech at the Forum "Genocid Practice of the Russian Federation in Ukraine: from Holodomor to the Russian-Ukrainian War", told about crimes that Russia was preparing for a full-scale invasion of Ukraine. According to him, Russia was systematically preparing for the genocide of Ukrainians, in particular, forming shooting lists, which were included in Ukrainian language and literature teachers, ATO veterans, journalists, scientists, priests, public and political figures, as well as leaders of the authorities.
Budanov emphasized that these actions were part of a wider strategy that included not only physical destruction but also a cultural attack. In particular, Russia was preparing mobile crematoriums for concealment of crimes and conducted briefings for the occupiers on the location of collective graves to systematically destroy Ukrainians. This indicates that the genocide was planned before the war began, and was carried out at the level of state bodies and military units.
Budanov also noted that numerous atrocities committed by the Russian military in cities such as Borodyanka, Bucha, Gostomel, Izium, Mariupol and others show synchronicity and clarity of actions, which indicates the presence of a pre -prepared strategy of genocide.
