What to expect from the new fuel excise law

On July 18, the Verkhovna Rada of Ukraine adopted a law on raising excise duty on fuel, which will come into force on September 1, 2024. This law provides for a gradual increase in excise duties by 2028, when the rates reach the following values: gasoline - 359 euros per 1000 liters, diesel fuel - 330 euros per 1000 liters, liquefied gas - 70 euros per 1000 liters.

As the fuel prices change, which figures on the stations of gas stations should be prepared for Ukrainians who are going up and why drivers should be ready for possible deterioration in the quality of fuel at Ukrainian gas stations.

According to the law, from the first of September 2024, prices for gasoline, diesel and autogas are expected. In early September, a liter of gasoline and diesel will rise to one hryvnia, and a liter of auto gas - for three hryvnias. This growth will not be sharp due to the presence of an old pre -accisis resource at gas stations and high competition in the market.

By mid -September, there will be a final rise in prices: another 50 cents per gasoline, one hryvnia per diesel and two hryvnias per gas. The total increase will be 1.5 UAH per liter of gasoline, 2 UAH per liter of diesel and 5 UAH per liter of gas, which will occur in two waves.

According to Dmitry Leushkin, the founder of the Prime group, the cost of fuel is also affected by world oil prices and currency. Currently, the course is more influenced by the price increase by 50 cents. If this trend continues, prices will increase in retail networks.

It is difficult to predict what prices will be at the end of August because of the unpredictability of currency and global oil prices. However, the expert suggests that oil prices can rise due to political factors and hurricane season in the United States, which traditionally affects prices.

Dmitry Leushkin predicts that by the end of the year, fuel prices will increase due to several factors: increasing exchange rate, raising excise duties and political events in the United States. In October, prices are expected to increase due to the approach of the US presidential election. November and December are always characterized by maximum inflationary expectations, so in the New Year period prices are unlikely to decrease.

The gas stations were in a difficult situation due to economic problems and reducing fuel demand. This causes them to resort to different survival methods, including illegal actions, such as tax evasion or low quality fuel. Dmitry Leushkin notes that the market now shows negative factors related to taxation and fuel quality.

Increasing fuel prices will increase the cost of logistics and cost of production processes. This is especially important in the light of light when businesses work on generators consuming a lot of fuel. The most rising products that are energy -intensive, such as bread and dairy products.

The higher costs of logistics and production of business will be transferred to the end consumer, which will lead to an increase in prices for all goods. It will hit the pockets of the population, which already faces economic difficulties.

Currently, fuel reserves in Ukraine are enough, and there is no deficit risk. However, increasing excise duties can change the situation in the market.

Increasing excise duties were necessary to increase the financing of the army. In war, the country needs to look for additional sources of income, and increased excise duties are one of these sources. Dmitry Leushkin considers this the right solution, given the current situation in the country.

In general, increasing excise duties on fuel have a significant impact on the Ukrainian economy, the fuel market and consumers. The rise in fuel prices will lead to a rise in prices of goods and services that will hit the pockets of Ukrainians. At the same time, this decision is necessary to support the army in the difficult conditions of war.
