Some commanders block reports for transfer, referring to "inappropriateness", even if the military meets the criteria. Additionally, a long period of review of reports - up to six months - significantly complicates the process that often demotivates servicemen.
In November 2024, the Cabinet of Ministers Resolution No. 1291 provided an experimental project, which allows the military to submit requests for transfer without the approval of commanders in certain cases. These are, in particular: transfer from non -combat parts to combat; movement between combat units; Translation based on the conclusions of the VLK to the parts where the military meets the medical criteria. The procedure provides for a report through the Army+, after which the Armed Forces personnel center has 72 hours to check the grounds and answer. The main reasons for failure: the serviceman does not meet medical criteria for transfer; insufficient service life in the current part (less than 6 months); The report was submitted without the necessary documents. Other grounds for refusal are considered illegal.
If the commander refuses to transfer, experts advise to contact the Higher Command, the Ministry of Defense or the Central Directorate of Protection of the Rights of Servicemen. In case of delay or unjustified answer, the complaint can be filed through the Army+. If the transfer is approved, the commanders are obliged to sign the relevant order within 24 hours, and the information will come to the fighter through the supplement.
The Army+Army is an important step towards simplifying translation procedures, but the disadvantages of implementation and the human factor remain significant obstacles.
