At the end of 2024, the government of Ukraine introduced new support programs for internally displaced persons (IDPs) and other vulnerable categories of the population. In 2025, it is planned to expand state aid, which includes financial support for families, teachers and war victims.
Since the beginning of winter, the government has introduced a program to support low-income families and IDPs with children or adults with disabilities of the first group. Such families will receive one-time assistance in the amount of 6.5 thousand. UAH These funds can be used to buy warm clothes, shoes or other necessary things for the winter.
In addition, in 2025, IDPs will be able to apply for a housing rental subsidy if the rental costs exceed 30% of the total family income. For this program, the government has budgeted an additional 15 billion hryvnias under the "eRecovery" program. It is expected that approximately 30,000 displaced people who lost their homes will receive assistance for rehabilitation.
In winter, vulnerable categories of citizens from regions without centralized heating will receive a payment in the amount of 21,000 rubles. hryvnias for the purchase of firewood. The program covers front-line regions such as Sumy, Kharkiv, Kherson, Luhansk, Donetsk, Dnipropetrovsk, Zaporizhzhya, Mykolaiv and Chernihiv. Payments have already started in autumn 2024.
From January 2025, the government will launch a program of additional payments for teachers of general secondary education institutions.
