In July 2018, the Specialized Anti -Corruption Prosecutor's Office closed the case against Avakov and Chebotar. The third person involved in the case, Vladimir Lytvyn decided to take the blame.

On September 1, 2018, the Court approved the Agreement on the Fine between the SAP and Litvin. He fully pleaded guilty of fraud and forgery, exposed another person who has already died, and agreed to compensate for losses of 4.8 million hryvnias. Lytvyn was sentenced to 2 years conditional.
