The Verkhovna Rada Committee on Foreign Policy and Inter-Parliamentary Cooperation has changed its decision on ratification of the Agreement between the Government of Ukraine and the United States Government on the establishment of the US-Ukrainian Investment Fund for Reconstruction.
According to the People's Deputy Yaroslav Zheleznyak, the bill was added to the bill in the form of technical and legal editing. The text of the document now contains the provision that the agreement extends to the entire territory of Ukraine within its internationally recognized state border, including the territorial sea.
The agreement was signed on April 30. It will come into force after the exchange of notes between Ukraine and the US on the completion of internal procedures. On the Ukrainian side, this requires the final approval of the agreement by Parliament.
Minister of Economy and First Viceremierka Yulia Sviridenko noted that the reconstruction fund could work within a month and a half after ratification. According to her, additional US investments, tax guarantees, and protection of Ukrainian national property are expected to be attracted.
The agreement provides for the establishment of a fund on an equal basis, without additional debt load on Ukraine. It is also about filling the fund with part of new licenses in the field of production of critical minerals, oil and gas. The list of 57 types of minerals, which covers the projects, which can be implemented within the arrangements, is stated.
The agreement does not cover other resources and revenues, and does not apply to Ukrainian infrastructure, as it was offered in the previous stages of negotiations.
