The last report of the Institute of War Study (ISW) presents a detailed analysis of the Kremlin's latest statements on negotiations with Ukraine. In particular, it is stated that Russia does not demonstrate real readiness for constructive negotiations and that its public statements have little in common with reality.
On July 25, Peskov said Russia was ready for negotiations, but there are obstacles. He falsely argued that Zelensky was illegitimate and that Ukraine had forbidden contacts with Russia. Peskov added that Russia should understand Ukraine's readiness for negotiations and its position.
Ukraine clearly presented its plan of achieving a long peace, based on international law, and invited the Russian representative to participate in the second peaceful summit of 2024. The Kremlin has repeatedly declared its openness to negotiations - however, it is actually seeking only complete surrender of Ukraine, ”the report reads.
