New Supplement for Pensioners

In Ukraine, since April 2025, single pensioners who need constant care will be able to receive a pension of 944 hryvnias. This was made possible by the adoption of the Law of Ukraine “On Amendments to Certain Laws of Ukraine on Strengthening Social Protection of Celebes of Citizens”, approved by the Cabinet of Ministers. This event is aimed at maintaining the most vulnerable sections of the population during the difficult economic period.

Seniors who live lonely and require constant care for medical reasons are entitled to receive this allowance. The age of such persons should be 80 years or more. In order to confirm the need for additional care, it is necessary to provide a medical report issued by the medical and advisory commission.

However, retirees who receive a disability pension are not eligible for this payment. This provision of the law has caused some disputes among experts and the public, as many people with disabilities may also need care and support. However, the authorities insist that the innovation applies only to retirees by age that meet the established criteria.

The monthly surcharge is 40 percent of the subsistence level for people who have lost their capacity. In 2025, this figure is 2 361 hryvnia, which means that the amount of the allowance will be 944 hryvnia. It is envisaged that this payment will help retirees improve their living conditions and provide proper care if they need it.

To register the allowance pensioners should contact the local branch of the Pension Fund of Ukraine and provide a certain package of documents. This list includes a passport of a citizen of Ukraine, the registration number of the taxpayer's account, a medical opinion on the need for constant care and a certificate from the Pension Fund, which confirms the absence of another care allowance.

This innovation is part of the wider social protection program of pensioners that the government plans to implement over the coming years. According to representatives of the Ministry of Social Policy, the allowance is intended to partially compensate for the increase in the cost of care services and to ensure a decent standard of living for pensioners who are not able to take care of themselves.

It should be noted that in Ukraine there are also other categories of citizens who can count on privileges and assistance from the state. In particular, these are combatants and victims of the Chernobyl accident. However, the new allowance applies to those pensioners who are not able to provide themselves with the necessary care without assistance.

The introduction of this event has caused lively discussions among the public and experts. Some consider it the necessary step towards increasing social protection of the population, while others emphasize the need to expand the range of persons entitled to additional payments. However, government officials are convinced that this approach will allow you to better support the most vulnerable categories of pensioners during economic instability and increased social challenges.
