A new approach to mobilization: how Ukrainian authorities are recruiting more people to the armed forces

Personnel problems, along with a shortage of ammunition, gradually come to the fore for the Armed Forces of Ukraine. To solve these problems, power changes the approach and begin to use the methods of "whip" and "gingerbread". How will it work?

Both military and politicians speak about the critical importance of increasing the mobilization reserve in one voice.

The Commander -in -Chief of the Armed Forces Valery Zaluzhny in his high -profile article for the Economist indicates the need to eliminate legislative gaps for evasion and expand the category of mobilized.

President Volodymyr Zelenskyy, in turn, says the need for "urgent changes" in the mobilization process.

"Everyone in Ukraine understands that changes are needed in this area. And this question is not just about the number of those who can be mobilized," the head of state said.

"This is the question of terms - both for anyone who is now in the army, for demobilization, and for those who come into the army."

Parliament, the Cabinet of Ministers, the Ministry of Defense and the General Staff are already working on this issue. Moreover, some innovations on the mobilization of Ukrainians have already begun to be actively implemented.

Soon, the drafting of mobilization should be registered in the Council, and it is planned to be approved by the end of the year.

Recruiting through ad

It is quite unusual to see ads on the vacancies site next to the search for "Managers", "Lawyers" and "Merchendisers"? Now for Ukraine it should be a common practice.

In the fall of this year, the Defense Ministry launched a recruitment project to the volunteer troops at large civilian online sites for job search. Among such sites are Lobby X and Work.ua. New practice is planned to be expanded to other profile sites.

The process is simple: military commanders place vacancies and conditions, and an interested citizen can choose a specialty and a military unit. Thus, the military enlistment office is excluded from this process.

For example, the vacancies of "storms" were placed a 3rd storm brigade, Aydar battalion, a tactical group "Revolution" and the 37th brigade of the Marines.

The General Directorate of Intelligence is looking for a "intelligence" with a motivation to "destroy the enemy" and "without close relatives - citizens of the Russian Federation". Salary 70-140 thousand hryvnias, plus bonuses.

Even district military enlistments, for example, in the Chortkiv district of Ternopil region, are looking for potential military.

Deputy Minister of Defense Natalia Kalmykova notes that recruiting companies will cooperate with the defense department for free. For civilians, it is important to understand which specialty are ready to accept them and in which unit.

"Today, the Armed Forces need many specialists with civilian specialties. These are drivers, locksmiths, gas welders, and builders," the IUU representative said.

Money in exchange for a contract

Another way by the authorities trying to increase the number of volunteers to the armed forces is financial incentives. According to the idea of ​​the Ministry of Defense, with the voluntary conclusion of a contract with the Armed Forces, the citizen will immediately receive a bank card with a certain amount, approximately up to 50 thousand hryvnias.

This project is already partially implemented at the expense of local budgets. For example, the Odesa City Council has approved the possibility of paying 20 thousand hryvnias to mobilized, and the Kiev authorities pay 30 thousand recruits who voluntarily agree to serve.

To promote the ideas of voluntary recruitment, the Ministry of Defense launched a large-scale promotional campaign.

However, it is unknown how many people have already joined the Armed Forces through this method. However, previous mobilization plans published by the Air Force of Ukraine indicate that the main focus will still be on the expansion of "forced" mobilization.

In order to achieve this, representatives of territorial centers of staff (TCC) plan to give new powers that will simplify the procedures for handing out stories, detention and delivery of citizens to military enlistment offices.

On December 7, the Defense Ministry announced the "high interest" of citizens in recruiting through vacancies. In particular, more than 320 vacancies have been placed on the site of LOBBY X since November 10, which have responded to 6.5 thousand people.

Fewer exceptions, more restrictions

It is important to note that the final version of the bill concerning mobilization is not yet ready. The working group of people's deputies, representatives of the Ministry of Defense and the General Staff still coordinate its position.

Oleksandr Zhitnevich, head of the Defense Committee of Parliament, emphasizes that there is no "holistic picture" yet.

"It is difficult to comment on individual provisions or directions, because there is no holistic picture. These are partially ideas of someone without consultations with the military, partly - proposals for discussion. Now we are trying to develop a comprehensive document," he said in an interview with Air Force Ukraine.

However, the Air Force of Ukraine managed to learn about the key ideas of the Ministry of Defense, which should be included in the bill.

In particular, it is planned to narrow the circle of citizens who will be entitled to defer from the army. The main emphasis will be on depriving this right of those who have a close relative with disabilities of group III. The reduction of the list of persons receiving deferral through the care of a person with disabilities of group I and II is also considered.

Demobilization. Will she be?

President of Ukraine Volodymyr Zelensky instructed the military not only to solve the issue of mobilization, but also to deal with the problems of demobilization of the soldiers of the Armed Forces. However, the General Staff has doubts whether it is possible before the war is possible.

One of the key topics is the issue of demobilization of the military who have been involved in the conflict for almost two years. This problem has arisen a year ago, and since then the authorities have not found an effective solution.

One of the ideas from the deputies was to set restrictions in 24 or 36 months of service, but these proposals have no support in the military command, the source reports.

The military command, in particular the General Staff, expresses confrontation on demobilization by the end of the war. The possibility of increasing the number of vacations and the demobilization of military servicemen whose service life has already expired is being considered.

It is also planned to expand the list of grounds for dismissal from the army, including foreigners who joined the Armed Forces, military, dismissed from captivity, disabled people of groups I and II, as well as women's cadets.

Which way is the right one?

Viktor Kevlyuk, a former mobilization commander in the western regions of Ukraine in 2014, has doubts about the effectiveness of voluntary recruitment of the military. He believes that those who wanted to voluntarily join the Armed Forces have already done so.

According to him, vacancies for the military with the most popular skills will always hang, but there will be either a limited number of people, or those who have not understood where they are going.

The expert believes that, without changing the coercive system, Ukraine will not receive an effective mechanism for manning the army. He emphasizes that, without solving this issue, the state risks losing war.

Noting that it is difficult to compare the human resources of Ukraine and Russia, Kevluk believes that the chances of the Armed Forces for victory are a non -standard approach to hostilities.

At the time of writing this article, the Ministry of Defense did not answer questions about changes in the mobilization process.

However, a pro -government MP David Arahamia stated that the new law should be voted at least in the first reading by the end of the year. However, even if the Parliament supports the innovation, they will only come into force after the President's signature, which is not guaranteed, as the example of another bill, which is not signed for more than six months, shows the decrease in the age of mobilization from 27 to 25 years.
